Susan H. Swart, a member of the Senior Foreign Service with the rank of Minister Counselor, was appointed as the Chief Information Officer for the Department of State in February 2008. Prior to assuming her new position, she was the Deputy Chief Information Officer (DCIO) for Business, Planning and Customer Service and the Chief Knowledge Officer from April 2006. From 1989, when she joined the Foreign Service, to 2006, she served in a number of positions in Washington and overseas, including the Dean of the School of Applied Information Technology (SAIT) at the Foreign Service Institute. Prior to her SAIT assignment, she served as Information Management Officer in Cairo, Egypt, Special Assistant in the Bureau of Administration (A), Office Director for Customer Service, Bureau of Information Resource Management (IRM) and Deputy Executive Director in the Bureau of East Asia and Pacific Affairs (EAP). Her overseas Information Management assignments also include Caracas, Venezuela.

Prior to joining Gartner, Andra was with the European Commission, where he was responsible for part of the R&D framework program, as well as for all activities on the impact of the year 2000 problem and the IT impact of the European single currency. Before the European Commission, he held management and technical positions in the systems and software industry. He has more than 20 years of experience in IT.

If there are obvious benefits for corporate IT to move to the cloud, what about Federal IT? Wouldn’t Fed IT benefit in the same way? Are there any situations where it doesn’t make sense for federal IT to move to the cloud? What special security challenges will federal IT face in adopting the cloud, and how will they be handled? What lack of resources or support is slowing down Fed IT adoption of cloud computing?
