The first and foremost thing one needs to ask is what is required for fulfilling the role of the CIO for India? There is a center and there is a state and there are municipal corporations. What is the role of a CIO given the kind of organization structure for the country? What should be at the center of his work and what does he have to facilitate at the state level?
